Building a framework for property portal

We would like to get an offer for building a solid framework for a property portal, where users can register, post their ads and communicate with each other through the portal. We would need a framework that we can easily edit ourselves later, add photos, etc. It would be a content heavy site, and adequate speed would be very important.
