We are currently looking for a cost Consultant for Jack-up Platforms (m/f/d) for our energy client

Project description: The idea of the project "Offshore gas to power" is to evaluate gas-fired power production on jack-up platforms. Goal of the project is to assess the comparison between offshore and onshore gas-fired power plants in Germany, Benelux and the UK.

Planned start and end date: November 2021 - February 2022.

Task (performed independently):
- Conduct an analysis and estimate the offshore relevant cost
elements, which means the CAPEX and OPEX of a gas-fired
power production platform. Create documentation of this and
present it internally. The results are the basis for the client´s
decision whether or not to deep dive further in this idea.
- Compare the pros and cons of a new built vs. second hand
platform based on experience and possibly based on the
information coming from platform suppliers and expert
interviews.
- Identify, analyze and present the environmental, permitting,
and HSSE elements of this potential project based on
experience. Include the findings and insights of this in the
enrichment PowerPoint slide deck.
- Analyze and point out regulatory specifics of operations of
platforms, considering EU- regulations (EU Parliament
adopted a new directive on the safety of offshore oil and gas
activities in May 2013) or other international law systems.
Include the findings in the enrichment PowerPoint slide deck.
- Consult the internal project team on the main cost drivers of
CAPEX and OPEX compared to onshore production. The
findings of this explanation will be part of the quantitative
and qualitative comparison between offshore and onshore
production.
- Identify opportunities and risks to use depleted oil or gas
fields for carbon capture and storage. Create a PowerPoint
slide deck with the findings of the identified opportunities
and risk.
- Create a PowerPoint slide deck which includes the pros and
cons of a new built vs. second hand platform, the
environmental, permitting, and HSSE elements of a project
like this, regulatory specifics of operations of platforms and
the opportunities and risks to use depleted oil or gas f
fields for carbon capture and storage. Present it to the
internal project team.

Skills:
- Long term experience in building and operating jack-up
platforms, e.g. from offshore exploration and production of
oil or gas business
- Consultant should have a very good holistic overview of
commercial and technical aspects regarding CAPEX and OPEX
of platforms like this
