About the Role
We are seeking an experienced Senior Business Architect / Requirements Manager to support a digital government platform serving federal, state, and municipal authorities across Germany.
You will lead strategic requirements management, agile backlog governance, business process optimisation, and stakeholder alignment. Acting as the central interface between business units, IT architecture, Product Owners, development teams, and external stakeholders, you will ensure business requirements are translated into consistent, high-quality solutions aligned with regulatory standards and technical architecture.
The ideal candidate has 8–10 years of strategic requirements management experience, strong public sector expertise, and a proven track record in digital transformation and senior stakeholder management.
Key Responsibilities
Strategic Requirements Management & Backlog Governance
  • Govern functional requirements, ensuring consistency, quality, and compliance with relevant regulations, including DSGVO and BITV 2.0.
  • Manage agile backlogs at Epic and Feature level, define MVP strategies, and drive value-based prioritisation.
  • Establish documentation standards in Jira and Confluence, lead backlog refinement, and define the Definition of Ready.
Business Process Design & Digital Transformation
  • Analyse, redesign, and digitalise administrative processes within the German Online Access Act (OZG) framework.
  • Develop target-state process concepts (Soll-Konzeption) and optimise processes for digital delivery.
  • Align business requirements with IT architecture and manage interfaces between business domains and technical teams.
Stakeholder Management & Workshop Leadership
  • Facilitate complex workshops with senior management and cross-functional stakeholders.
  • Resolve conflicting requirements and build consensus across business, IT, architecture, and development teams.
  • Manage scope, priorities, dependencies, and timelines.
  • Prepare decision papers and steering committee briefings.
  • Advise Product Owners on roadmaps and support business units in adopting agile working methods.
Agile & Release Management
  • Translate complex requirements into structured Epics and Features.
  • Coordinate release planning and prioritise features based on business value, regulatory needs, and technical dependencies.
  • Ensure alignment between requirements, solution design, and system architecture throughout the delivery lifecycle.
Mandatory Requirements
Candidates must meet all six criteria:
  1. Strategic Requirements Management: 8–10 years of relevant experience, preferably in the public sector, including strategic advisory, requirements governance, and senior-level decision-making.
  2. Business–IT Interface: Proven experience bridging business and IT, advising Product Owners and architects, and producing precise requirements specifications and complex solution concepts.
  3. Advanced Process Design: Strong experience in business process analysis, optimisation, and strategic re-engineering for digital transformation, beyond process mapping alone.
  4. Agile Architecture Conception: Ability to translate complex requirements into Epics and Features while considering system architecture, technical constraints, and dependencies.
  5. Strategic Release Management: Experience in release planning, feature prioritisation, and balancing business value, stakeholder interests, regulatory obligations, and technical dependencies.
  6. Senior Stakeholder Management: Proven ability to facilitate management-level workshops, manage expectations, resolve conflicting requirements, and guide decision-makers towards consensus.
Qualifications & Preferred Skills
  • Degree in Computer Science, Business Informatics, Economics, or a comparable professional qualification.
  • Strong requirements analysis, specification, and business process modelling skills.
  • Understanding of software engineering, system integration, and the software development lifecycle.
  • Knowledge of SCRUM, KANBAN, Waterfall, and agile product and backlog management.
  • Experience with Jira, Confluence, service design, and cross-functional platform dependencies.
  • Public sector digitalisation and OZG-related experience are highly desirable.
Mandatory Reference Requirements
Candidates must provide at least two personal professional references from the past 48 months.
References must describe the candidate's practical application of relevant skills, responsibilities, and contributions to projects. General descriptions or lists of tools and technologies alone are insufficient. Overlapping reference periods count only once.
