1 TasksThe candidate will be responsible to manage European Tenders for large projects (mainly offshore) of the Elia Group (Elia-50Hertz) and US Tenders (Windgrid) It can include EPC/Turnkey, in different categories e.g. platforms, AC or DC high voltage cables (220kv to 525kV), HVDC-converters.
The candidate will report to the Procurement Team Leader responsible for large projects.
Considering the high volatility of the workload on each individual project, the candidate will be able to work on several projects in parallel.
Below a description of the main tasks he/she will be responsible for :
Category Management
• Contribute to the category management activities by:
o Collecting general market information
o Centralising information about the Elia Group Large Projects
o Elaborating a general strategie by project cluster
Tendering US Projects
(Windgrid)
• Play the role of key contact with the key OEM (Original Equipment Manufacturers)
• Support WindGrid technical team with outreach to the suppliers
• Negotiate preferred bidders agreement in the framework of tenders
Tendering under EU procurement Law
(Elia and 50Hertz Projects)
• Preparing the definition of needs with the stakeholders
• Preparing all the commercial documents (Qualification questionnaire, Price sheets, evaluation sheets, …)
• Coordinating the preparation of all other Tender documents :
o Technical specifications with the technical team
o EPC Contract Template with the Legal department
o Maintenance scope during & after EPC warranty period
• Leading the procurement process, including:
o Publish the Contract Notice on the TED
o Coordinate the Selection of the candidates (Selection phase)
o Coordinate the tender phase:
? Bid Comparison and evaluation
? Clarification / Negotiation with Bidders
? Prepare recommendation papers and presentations
• Ensuring the compliance with the EU Procurement Legislation in close cooperation with the Legal Department
Work Location:
Main work location is Elia Brussels – Quai Monnoyer 3
For WindGrid occasional working from Empereur office could be required
Homeworking 2-3 days per week. (after onboarding period)
2 Profile requirements &skills
? Master with a technical (Civil or industrial engineer), commercial or Legal orientation.
? Candidates should have at least 3 years’ experience in large investment projects either as Project Manager, Project Buyer or Claim Manager
? Experience in following areas is an asset:
o Experience with Tender of US Projects
o Negotiated Procedure under EU Procurement Law
o Offshore investment projects (Platforms, Offshore cable laying,…)
o High Voltage Submarine Cables
o Negotiation of Turnkey/EPC contractsLeadership
? Leadership
? Ability to work in a Team and to Lead a complex process
? Efficient and strong communicator in an international environment
? Objective oriented
? Problem solver
? Ensure efficiency in a reliable and sustainable way
? High development potential with ability to learn on the workplace
? Usual software’s (MS Office - MS Project -…)
? A very good level of English (Minimum C1) is required.
? Knowledge of Dutch, French and/or German is not a most but would be an asset.

Start: ASAP;
Duration: Initial contract with a duration of 6 Months with possible extension.
Volume: Full time
Work Location: Quai Léon Monnoyer 3 – 1000 BRUSSELS and from home
Further information Travel in Europe and in the US in function of the needs.
Support for the US projects is mainly expected to be done from Europe how-ever travel could be required to finalize agreements but this would be more in case of final project awards, not expected for tendering.
