CSDR - Internalized Settlement Reporting
This was a regulatory reporting requirement coming out of the CSDR-directive from European regulator ESMA. It required all EU-domiciled UBS entities  report a certain set of their transactions ('internalized' ones) to their respective regulator on a quarterly basis. The reports were defined by ESMA as a complex template, grouping the data by several attributes and containing information about size of the transactions as well as settlement success.

Upon participating in the entity scope clarification and analyzing the regulatory text, I gathered the business requirements together with the business users in the affected locations. Therefore, it was analyzed what business cases appeared in the location that were in scope for reporting and how they could be identified in the local systems.
Given the complexity of the report templates it was decided to introduce a central tool that would gather the transaction data from the locations and the reports would be produced on a quarterly basis by a small dedicated team of business users using this central tool.
As our architect had to leave the project unexpectedly, I did the majority of the technical design of the tool together with the definition of data structures and interfaces. This also included the handling of exception cases.
The locations were supposed to export the in-scope transactions to the central tool on a daily basis. I tracked and coordinated the respective local development works with the local project managers and stream lead.
Subsequently, I led the sub-project of the definition and implementation of the Target Operating Model for this reporting, which included the roles and responsibilities, the agreement and documentation of all new processes , the governance and the control framework with the respective business users, senior management (central and local), Legal, Compliance, Regulatory Affairs and Architecture. It also included the provision of training material.
For the governance, I introduced two new committees, which I chaired for the initial period. For the control framework, we established operational controls that also were set up in the relevant systems at UBS.
In a series of workshops I educated the user with regards to the new processes and the functionalities of the tool and guided them through the first round of actual reporting.
The project was delivered on time and below initial budget.
