Background:
Within the Operations Department, the Maintenance and Engineering Division (MED) is in charge of the long-term maintenance and further development of all ground-based computer installations. One of the teams within MED is the comms team, which is responsible for communications and network systems.
The communication systems supported are IP-based and are built of Cisco switches and routers, firewalls and multiplexers, plus the related monitoring and control systems. There are several WAN interfaces, connecting to external suppliers' networks. Also voice loop sys- tems and time reference systems are operated. Due to 24x7 year-round operations, all sys- tems are designed for high availability with high levels of redundancy.
Tasks:
The consultant will be part of the comms team. The Consultant’s role will be to execute network maintenance and engineering activities on the Operational network systems. This entails assuming responsibility, at the technical and coordination level, of the specification, planning, preparation, presentation, execution and reporting on those activities. Critical activities will typically be executed by small teams, where depending on his/her ex- pertise and background, the Consultant shall be able to assume both the leading (key engineer) as well as the support role.
The activities will take place under the management of the Comms Team Leader or his dele- gated representative, within the framework of the Operations Department relevant processes, and in full coordination with other in-house maintenance and engineering and operations teams.
Within this role, a major task will be to lead the implementation and maintenance of a cam- pus MPLS/VRF backbone network.
A further role will be to interface and liaise with third parties, e.g. service providers and sup- pliers, for matters related to the services and/or products they supply, or to peer with organi- sations and users, in support of joint activities.
The tasks assigned to the Consultant will be agreed through dedicated work-packages with clear identification of activities and outputs expected.
The consultant shall perform the following tasks:
• monitoring and supervision of the network and comms link status and performance, detecting and investigating network anomalies
• liaising with the system administrators of servers for investigation and resolution net- work related anomalies, or for implementing engineering upgrades and changes
• implementation of corrective measures, including testing and validation; • ensuring that in case of network equipment failures (including network monitoring
platforms) the operational configuration can be restored, including the definition,
maintenance, performance of associated recovery procedures; • implementation and maintenance of a campus MPLS/VRF backbone network; • tuning of operating parameters to optimize performance; • analyzing problems with satellite links; • analyzing problems with WAN links and services, e.g. SDH; • monitoring of security configuration settings; • implementation of security measures at the network level; • using collected statistics to support proposals for network modifications • analysis, specification, planning and implementation of network upgrades and evolu-
tions; • installation and configuration of communications equipment (routers, switches, fire-
walls d multiplexers); • specification, implementation and support of quality and performance enhancing and
optimization in support of multiple data flows across LAN and WAN links; • provision of all necessary support to ensure the seamless integration of the commu-
nications network with the ground segment hardware and application software; • generation or update of technical documentation (e.g. design specifications as-
built/as-planned, maintenance procedures, engineering change requests, anomaly
reports, user guides); • implementation and maintenance of excel-based repositories for allocated IP ad-
dresses, and switch port allocations; • provision of stand-by/on-call support; • liaising with the internal and external providers of network services for anomaly reso-
lution, scheduling of maintenance windows, and planning and coordinating changes
to the service; • provision of support, as required, to critical operations; • provision of on-the-job training to other team members.
In the performance of these tasks, the consultant shall apply the configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures.
The consultant is expected generate and maintain documentation as an essential part of the tasks above. This may comprise writing and reviewing requirement and design specifica- tions, change proposals, preparing documents supporting procurements, reviewing data packages belonging to technical inspections and reviews, writing and reviewing the as-built communication and network architecture and design, writing design evaluation reports, writ- ing/reviewing reports, test reports and overall status reports.
Candidates Profile:
In addition to having a university degree (or equivalent), the consultant shall have at least 5 years experience in the administration and troubleshooting, and the evolutionary upgrade
engineering of networks in distributed systems throughout their lifecycle. The experience shall have been made in an operational or production environment, characterized by custom applications in addition to standard software, running both on the client and server side, and by high availability requirements. The consultant shall have current Cisco certification or be able to substantiate equivalent experience. The consultant shall have had recent hands-on experience with MPLS/VRF net- works.
Proven knowledge and hands-on experience with the following is mandatory:
• Experience of working and performing the tasks listed above in 24/7 high- availability operations environments;
• Experience of specifying, planning and preparing network engineering activi- ties, as well as their coordination and technical guidance with other engineers within and outside the team involved in the activities, and with the custom- ers/users and other stakeholders;
• Demonstrated capability to prepare the documents listed in the tasks above; • Ability to analyse complex systems and to present them in a comprehensible
way, with the specific ability to understand relevant details while keeping the
focus on the overall system aspects; • Cisco network equipment and architectures, Cisco operating systems; • Network security solutions and architectures - Cisco security equipment, ASA,
FWSM, IPSEC VPN, TACACS+; • Routing protocols: OSPF, BGP, RIP; • High availability network architecture and protocols e.g HSRP, VSS; • Campus Backbone network architectures (e.g. MPLS VPN); • Data center network architecture; • Network Virtualization architectures and solutions; • Network QOS techniques and solutions; • Access control and authentication solutions; • Network management and monitoring techniques and tools: JFF, Nagios, Cis-
co Works, RMON, SNMP; • IP multicast and multicast related protocols and standards (e.g. PGM); • Service provider WAN interfacing : using SDH, ethernet-based, E1/E3, ISDN,
leased line services; • Satellite communications : DVB, VSAT, Point to Point links; • Network time systems : GPS receivers, NTP servers; • Protocol analysers; • Tools : Snort, wireshark, tcpdump, iptables, cricket, iperf; • Monitoring and supervision of external service provider performance, know-
ledge of service management and SLAs; • Interaction with product and service suppliers in support of procurement activi-
ties
The consultant shall be familiar with the following HW/SW systems, particularly in the areas of network interface configuration, TCP stack configuration and high availability interface configuration:
• Solaris, Linux, AIX , Microsoft Windows operating systems; • Configuration and monitoring of network protocols and applications, e.g. DNS,
SNMP, FTP, NTP.
For supporting documentation tasks, experience is required with: • Microsoft Office Suite, including MS-Visio.
The variety of the tasks and the scope of the systems to be supported require a high degree of autonomy and good analytical skills.
The Consultant shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with a min- imum of supervision.

The activity is assumed, as a baseline, to require full-time participation of one consultant for the duration of the contract. The work will be released in individual work packages. The main location of work is the Organisations Headquarter in Darmstadt/ Germany. Travel within Europe, or even worldwide might be required for some tasks and will also be identified in
the corresponding work package.
Reporting:
Formal reporting is required at monthly intervals or in the event of a major task completion. The monthly reports and any other reports or technical documentation generated shall be submitted in writing directly to the organizations technical representative. All reporting and documentation shall be in the English language.
