Contractor’s scope of services
Essentially, the Contractor (EIC Commissioning Service Provider) provides the services and support as so called “Owners Engineer (OE)” for the installation (remaining works) and commissioning of the following main components/systems and activities in the field of the electrical systems and for the distributed (instrumentation) control systems (in the following abbreviated with EIC):
- Steam Turbine
- Gas Turbine
- Heat Recovery Steam Generator (HRSG)
- Package Boiler
- Air cooled dump condenser
- Fin fan cooler incl. Closed cooling water system (CCWS)
- Generators
- High voltage switchgears
- Low voltage switchgear and rectifiers/batteries
- Transformers
- Block Protection and other electrical protection issues
- Variable Speed drivers (VSD)
- Cabling and cable trays
- Lighting, lightning & equipotential bonding
- Metering Systems
- Control System / DCS (Siemens T-3000) as overall system as well as in addition black-box systems
- Process Measurement, control and regulation systems
- Fire alarm system
- Emergency push buttons
- Etc.

- Support the Employer in technical discussions with specialist suppliers, the general planner/designer / engineering service provider, authorities or experts – mainly in Kemsley/UK, and occasionally at the project manager’s request also at other locations (e.g. Munich)
- Support Employer’s General Site Manager and Commissioning Manager in the planning and execution of the remaining installation works, commissioning, performance test and trail run activities
- Support the Commissioning Manager in the commissioning preparation phase for EIC commissioning, performance test and trial run activities (technical input and requirements, pre-conditions, durations, dependences, HSSE topics, etc.)
- Participate in the preparation of the commissioning concepts & procedures for the EIC systems, including provisional power supply for the construction site, if necessary
- Coordination and continuous monitoring of commissioning, performance test and test run activities for the EIC components and systems / work packages (including protection settings, connections, etc.)
- Review and comment on commissioning, performance test and trial run documents prepared by the individual EIC suppliers
- Perform and coordinate the final assembly/installation inspections for EIC components and systems / work packages prior commissioning activities commences
- Ensure that contractors are aware of and comply with the HSSE and Permit to Work (PtW) rules for the site
- Coordinate with and support Employer’s HSSE site manager and PtW officer (Senior Authorized Person) in monitoring compliance with the statutory and project-specific health, safety, security and environmental rules and requirements (HSSE) as well as the specific construction site rules and regulations
- Lead and chair EIC commissioning site coordination meetings with suppliers, and third parties (e.g. UK power network representatives, G99 Consultant, etc.) and, prepare Minutes of Meetings (MoM) and follow-up actions defined and agreed
- Perform schedule review meetings with EIC lot suppliers and general planner/designer
- Participate in other relevant site meetings such as overall commission meetings, interface co-ordination meetings between the general planner/designer, EIC Lot contractors, other contractors, Site O&M Team ), third parties and Employer for EIC components and systems / work packages
- Coordinate and monitor the execution of commissioning, performance test and trial run activities performed by the various lot suppliers related to EIC activities (with regard to procedures, quality, HSE, cost and schedule optimization, etc.)
- Collaborate in monitoring the fulfilment of the contractual agreements between the Employer and the EIC Lot suppliers
- Monitor and ensure compliance with the relevant provisions, laws, site regulations, codes, standards and guidelines EIC specialist trades
- Carry out Quality Assurance and Quality Control (QA/QC) activities (e.g. during loop testing incl. logging, etc.) and coordinate and support Employer's QA/QC service provider for the EIC QA/QC activities
- Immediate notification of the project manager and the Employer’s Commissioning Manager of significant events that affect technical, scheduling and commercial agreements or decisions
- Review and validate suppliers EIC commissioning, performance test and test run documents and reports
- Track and monitor the rectification of damage and shortcomings and non-contractual execution (prepare Non-conformance Reports, NCR)
- Prepare EIC punch lists and follow-up punch clearance process
- Support error analysis in the automation equipment
- Collect and maintain "red lined" documents on site for the EIC systems, including functional descriptions, functional diagrams, wiring and electrical circuit diagrams, etc.
- Assist and check “as-built” documentation

The Contractor´s services shall be provided based on the following assumptions:
Staff with the following minimum education
- Bachelor degree in electrical and/or instrumentation & control engineering
- Bachelor of Science
- Good communication skills and proven skills in coordination & interface management
- Previous experience (62 8 years) in a similar position (EIC Commissioning Manager or EIC (Lead) Comm. Engineer)
- Experience and Knowledge of flow metering, instrumentation, PLC, valves, pumps, sampling systems, analysers, Flow Computers, E&I wiring and control panels
- Experience and knowledge of the T-3000 DCS
- Knowledge of UK requirements for the connection of Power Generating Facilities to the Distribution Networks of licensed Distribution Network Operators (DNOs).(e.g. Engineering Recommendation G99) beneficial
- Knowledge in the field of quality assurance and quality control (QA/QC) on site
- Appropriate HSSE trainings and certificates required/beneficial to work on a construction site in UK
- Familiar with UK permit to work systems for commissioning phase
- Excellent English language skills
- UK experience beneficial
