Statistics training implementation consultant - The consultant will have extensive experience in working with national statistics offices, preferably in statistics capacity building in developing countries in the region; and will have experience in designing, developing, and implementing training programs for government statisticians. The consultant will have experience of working in two or more key areas of official statistics, such as national accounts, sample surveys, prices, management of statistical offices, and other key functional areas of a national statistics office with statistical standards set by the United Nations and its agencies. The consultant will(i) act as team leader for the technical assistance;

(ii) develop the training programs that will be imparted by the DOS through its training unit (in collaboration with other in-country experts and training and/or research institutions) to meet the basic and intermediate training needs of statisticians in the national statistics system;
(iii) determine the training duration for the training programs, considering the needs of the target groups;
(iv) develop the training curriculum for the training programs and prepare training and lecture materials that will include lectures, case studies, hands-on exercises, project work, discussions, and other related materials for the topics covered in the training program, and take into account existing training materials, if any, such as training materials developed for training of officials in Viet Nam or other existing training materials that might be available which should be made available to the consultant by the DOS;
(v) conduct a series of train-the-trainer modules using the materials developed;
(vi) assist the DOS in implementing a number of training programs at the national and provincial levels for statistics staff;
(vii) ensure the training programs and curriculum includes collection and analysis of data disaggregated by sex, age, location, ethnicity, and other features;
(viii) create a pool of trainers in the DOS, possibly including a few drawn from the major ministries, who can carry forward and implement some of the routine training activities using the training materials developed; and
(ix) perform any other technical and administrative task assigned in relation to the terms of reference.
