Looking for GIS developer to work on a flood forecasting and warning system

Essence of the project

To develop a new GIS platform or work on an exisiting platform (through the use of web map or web app) to visualise flood prediction from a flood model and its potential impact on surrounding areas and infrastructure.

Freelancer is expected to do the following:
- Create an online data repository for different data sources such as satellite, drone imagery, soil maps, rainfall times series etc.
- Visualisation of all georeferenced data overlaid with flood model results
- Visualisation of vulnerable assets (schools, hospitals etc)
- use machine learning and artificial intelligence to automatically identify tin and thatched roofed houses based on drone imagery
- dissemination of warning messages based on flood model output while using an existing platform or other
2. Create a methodology to subsequently:
- monitor seasonal and annual changes in tree and crop vegetation coverage in flood-prone and nearby upper-lands,
- monitor seasonal and annual changes in the construction and destruction of thatched- and tin-roofed houses in flood-prone and nearby upper-lands,
- monitor seasonal and annual changes in other relevant assets and infrastructure

GIS Specialist with Python, HTML5, CSS

Expected to travel to Malawi (short visits) but expected to be remotely based
