Aufgabe:
Provision of services for the EIB in the area of business analysis, testing, change management and project management

Short description:
Services for the EIB in the area of business analysis, testing, change management and project management. Services may be required in all functional areas of the Bank.

Scope:
Business analysis:
Functional consultants will be responsible for assisting business users with the following tasks:
? requirement gathering,
? high-level analysis,
? detailed analysis and documentation of target processes and system functions,
? input to the development or package parameterisation process.
Testing:
Testing consultants should assist the maintenance and projects teams in testing activities. This could take place following the testing methodology of the service provider. The service provider will be responsible for some or all of the following tasks:
? design and documentation of test cases, test scenarios, test scripts,
? cross-reference of test scripts with business requirements,
? definition of test plans,
? testing coordination,
? assistance with the execution of tests,
? follow-up of test plans,
? documentation of test results.
Change management:
Change management (including business process re-engineering) comprises support to the business owner and functional project teams with regard to IT projects in 4 main areas:
? business process improvement and re-engineering: analysis of existing business processes, proposals for improvements and transformation process (how to get there) in order to ensure optimal efficiency and adherence to best practice principles. Consultants will be expected to support and advise organisational project teams which will be set up on an ad hoc basis to discuss specific areas of improvement, and which will be composed of senior management representatives from the relevant business areas,
? communication: ensuring that project goals, progress and achievements are communicated on a regular basis to all members of a project, as well as to the Bank's management, staff concerned and other relevant parties; proposing appropriate measures to get buy-in and adherence to envisaged changes,
? human resources: identification of impacts of a project on the organisation of an organisational unit, and proposals for its reorganisation in order to achieve optimum efficiency and best leverage of chosen technical solutions,
? training: evaluation of training requirements, design of training programmes, if appropriate supervision of 'train the trainer' programmes, and follow-up of related issues.
Project management:
Project management consultants will assist in the management and planning of a project together with the EIB's IT department and the business owner. They will be responsible for the following tasks:
? definition of project planning standards and norms ? in collaboration with the Bank's IT Programme Office ? and consolidation of project plans from individual team leaders,
? regular follow-up and reporting of progress, including management of deliverables, budget, and identification of problems at an early stage,
? assistance with choice and implementation of project management and reporting tools.
