Beschreibung

Task:
The overall responsibility of the ‘Programme HR Manager’ is to ensure the best possible staffing of the programme with internal and external resources.

This comprises the following key tasks:
- Identify and consolidate skill-based resource demands within the programme (internal and external)
- Perform strategic and tactical resource planning on programme level in close cooperation with
- Cluster leads (Programme Architect, Implementation Lead, Test Lead)
- Project managers
- Programme management team
- Corporate portfolio - management / resource management
- Identify the need for skill development and adress to company’s HR department
- Develop / advise in the development of meaningful job profile descriptions
- Manage staffing/acquisition of internal & external resources for the programme, through close co-operation with Sourcing & Procurement, HR and line management
- Manage (re-)allocation of resources between MasterPlan clusters (Analysis/Design, Implementation, Test)
- Manage induction and exit of external resources (both onshore & offshore resources)
- Monitor, consolidate and report on resource consumption on programme level
- Develop and deliver comprehensive and meaningful resource reports according to programme needs, e.g. ‘Resource efficiency’, ‘utilised capacity’ or other KPIs
- Identify and assess resource procurement-related risks
- Work with Programme Finance Manager regarding budget planning, allocation and (re-)forecasting (related to resources)
- Interface with the company’s HR department to
- align need for internal resources
- allow for smooth induction and exit of internal resources
- Liaise with and communicate t - workers’ council, involving the company’s HR department
- Preferred: Backup and work with the ‘Programme Planning Manager’, including the development and maintenance of the programme’s roadmap and other programme plans
- Preferred: Perform and support with generic programme office tasks, such as
- Planning
- Documentation / Reporting

Requirements (Must have):
- Minimum 8 years of professional experience
- Minimum of 3 years in a HR / resource management function in large scale transformation projects/programmes, preferably with an end-to-end software implementation focus

Functional Experience with:
- Resource planning for organisational transformation projects or programmes
- Broad understanding of HR requirements and activities
- Development of job descriptions / job profiles
- Staff procurement processes (internal & external)
- Management of staffing challenges and issues
- quantitative & qualitative topics
- bridging potential cultural gaps (both onshore and offshore)
- Support of budgeting and reforecasting processes
- Generic project office / programme office activities
- Preferred: experience as a project planner (custodian of project plans)

Particular areas of expertise
- Knowledge of financial industry particularities and their potential impact on resource planning

Technical
- Very good skills in MS Excel, PowerPoint and Word
- Preferred: Project management tools
- MS Project
- Atlassian stack
- Preferred Experience with agile project methodologies
