We are currently looking for a Buyer: Material, equipment & Services (m/f/d) for our client
Start: 13.06.22
End: 12.12.22
Volume: 5- 6 days/week
Location: Dortmund
Travel: occasional travel to suppliers/job site (eg overseas)

Background:
This position is responsible for managing Contractor procurement:materials, equipment & services for capital projects executed by Global Engineering, Manufacturing, Technology and Equipment (GEMTE).
Tasks (independent delivery):
1. Manage equipment and services procurement processes in assigned Capital Projects
2. Support Project Procurement Management on Class 3/4/5 projects (depending on experience) as the single point of contact for Procurement
3. Manage Contractor Procurement activities, including preparation and issue of enquiries, review of Engineering requisitions, technical and commercial bid clarifications, manage internal discipline interfaces and purchase orders for reimbursable costs according to project schedule
4. Manage Contractor payment applications for materials and services
5. Participate in development of Project Procurement Strategy that is aligned with overall Project Execution Strategy
6. Participate in joint Contractor final negotiations for award
7. Manage Contractor Project Material Registry to plan &track equipment, material status and provide supplementary reporting where required
8. Review and evaluate Interrogate, Contractor Bid Tab evaluations and Sole Source justifications
9. Run and analyze material status reports and communicate risks and problem areas to Project Procurement Manager on regular basis
10. Post award Procurement activities
11. Liaise frequently with Expeditors, Inspection Leads & Project Logistics
12. Manage escalated supplier issues
13. Commercial interface with Contractor/Suppliers
14. Manage warranty claims, back-charges, and liquidated damages
15. Work with cross-functional team to manage supplier qualification status and performance
Skills:
* Experience in execution of requisitions/purchase orders for material, equipment, and services
* Pro-active
* Comparable overseas PMC experience
* Strong project management
* Strong commercial awareness and negotiating skills
* Stakeholder Management (internal & external customers)
* Ability to bring teams together to resolve issues and achieve targets and goals
* Knowledge of strategic sourcing strategies and procurement work processes and solutions
Preferred Qualifications:
* Education in technical or business field
* Bachelor's Degree or higher, in Engineering or Business Management or equivalent job experience
* 5+ years' experience in Procurement, Technical, Engineering, Commercial or Project environment
* Accreditation from Supply Chain industry organization (ie MCIPS, CPSM)
* Knowledge of commercial purchasing procedures and practice, including aspects of negotiation and contract law
* German oral and written language skills an advantage
* Familiar with SAP and SmartPlant
* Industrial Gas or Oil and Gas industry experience
